- Cook the pasta in salted boiling water until al dente, approximately 7-10 minutes. Drain and rinse with cold water, then set aside.
- Slice the hard-boiled eggs in half. Scoop the yolks into a bowl and chop the whites. Mash the yolks until crumbly.
- In a bowl, combine macaroni with celery, red onion, green onion, and bacon. Fold in the egg whites and yolks.
- In a small bowl, whisk together mayonnaise, mustard, vinegar, garlic, salt, and pepper until smooth.
- Pour the dressing over the pasta mixture and mix thoroughly. Adjust seasoning with salt and pepper.
